Heath Flora is a Central Valley Republican with a long history of voting against LGBTQ+ Californians, reproductive freedom, and public education. In Sacramento, he’s made it clear: he doesn’t represent his increasingly progressive district — he’s there to represent far-right ideology.
Despite representing a fast-changing suburban and rural district, Flora has aligned himself with the anti-equality fringe of California politics. He’s opposed protections for LGBTQ+ people, supported dangerous misinformation about reproductive health, and consistently backed policies that hurt public schools while defending charter loopholes.
But after barely surviving re-election in 2024 — winning by just 1% — Flora’s career is hanging by a thread.
His campaign for re-election starts in 2025, and so does our campaign to defeat him.
Key Vulnerabilities
• Anti-LGBTQ+ Extremism
Voted against SB 179, which allowed nonbinary Californians to update their government documents — a landmark civil rights bill.
Opposed AB 2943, which classified conversion therapy as fraud — siding with anti-LGBTQ+ groups that continue to defend a dangerous and discredited practice.
Has never supported legislation to advance LGBTQ+ protections — even as his district’s younger voters overwhelmingly support them.
• Reproductive Rights Backlash
Repeatedly voted against abortion access, including efforts to expand reproductive care in underserved areas.
Opposed comprehensive sex ed programs and bills designed to protect patients from anti-choice misinformation.
Targeted by pro-choice groups statewide for his consistent record against reproductive freedom.
• Public Education Undermined
Championed charter school expansion, even as educators in his district called for more accountability.
Opposed reforms to increase oversight and transparency for publicly funded charter operators.
Sided with privatization over the needs of public schools, teachers, and students.
• Deeply Vulnerable in His Own District
Flora’s margin of victory has shrunk in every election since 2018 — from 54% down to just 50.5% in 2024.
His district — which includes parts of San Joaquin and Stanislaus counties — is rapidly shifting: younger, more diverse, and increasingly Democratic.
Local activism is growing — and Flora’s record is out of step with the voters he needs to survive.
Heath Flora has attacked LGBTQ+ Californians, restricted reproductive freedom, and sold out public schools — all while barely hanging on in a district that’s ready to leave him behind.
He has:
A public record of opposing equality, identity, and bodily autonomy
A consistent pattern of siding with extremists over local voices
A shrinking voter base in one of California’s most flippable districts
A 2026 election he cannot win once voters know who he really is
