Kevin Avard is a far-right State Senator representing New Hampshire’s 12th District, where he’s made a name for himself by attacking LGBTQ+ youth, targeting public schools, and pushing the state into the national spotlight for anti-trans legislation.
Avard authored the law banning trans girls from school sports—the first of its kind in New England—and backed bills that force teachers to out LGBTQ+ students, censor inclusive education, and ban gender-affirming care for minors. He’s described transgender healthcare as “gross” and treats LGBTQ+ kids like political pawns.
But District 12 is shifting. Avard lost this seat in 2016 and barely clawed his way back in 2024—winning by just 12 points in a favorable year for Republicans. Suburban voters in Greater Nashua are moving away from extremism, and Avard has never faced a serious, national effort to hold him accountable.
He’ll be announcing his re-election campaign in 2025, and that’s why Agenda PAC is targeting Kevin Avard now—and we’re not backing down.
Legislative History
Sponsored SB 272, a “parental rights” bill that would require schools to inform parents about any changes in a student’s gender identity, effectively forcing teachers to out LGBTQ+ students to their families.
Sponsored a trans athlete ban (SB 375), which also includes restrictions on bathroom access for trans youth. This made New Hampshire the first New England state to codify a trans athlete ban.
Supported legislation to ban gender-affirming surgeries for minors and backed bills to expand that ban to hormone therapy and puberty blockers.
Backed HB 1312, which requires schools to provide advance notice and opt-outs for any discussion of gender identity or sexual orientation, effectively stigmatizing LGBTQ+ content in public education.
Supported HB 396, a “biological sex” exemption bill that would allow public accommodations, schools, and shelters to discriminate against transgender people by denying access to bathrooms, locker rooms, and more.
