Meet Missouri’s Most Beatable Bigot:  Rep. Bill Allen

Representative Bill Allen is a Republican incumbent representing one of Missouri’s most competitive districts and one of its most extreme lawmakers

Since winning a Kansas City–area seat in 2022 by just 49 votes, Allen has followed the far-right playbook: voting to ban gender-affirming care for trans youth, backing a sports ban that targets transgender students, pushing to defund diversity and inclusion across state government, and previously backing changes to raise the threshold for citizen-led amendments.

In 2024, he barely held on, defeating his Democratic challenger by just 3.6 percent. Clay County voters have supported Medicaid expansion and other mainstream measures, and suburban neighborhoods in House District 17 continue to trend away from culture war politics. Allen’s narrow victory was not a show of strength. It was a warning. This district is purple. It is shifting left. And he is governing like that is not true.

He may have squeaked by in 2024, but voters know his record and the next race starts right now in 2025. He is exposed. He is extreme. He is beatable.

Anti-LGBTQ+ and Anti-Family Record

  • Voted for SB 49 (2023) banning doctor-prescribed gender-affirming care for trans youth.

  • Supported SB 39 (2023) blocking trans students from playing sports aligned with gender identity.

  • Backed budget language to defund DEI programs in state agencies and higher education.

  • Ignored warnings from educators, businesses, and faith leaders that these measures harm students and weaken Missouri’s workforce.

  • Consistently prioritized culture-war attacks over the well-being of kids and families in his district.

Attacks on Reproductive Freedom

  • Missouri already has one of the strictest abortion bans; Allen has worked to keep it in place.

  • Supported efforts to raise the threshold for constitutional amendments to make voter-led reforms harder.

  • Voted against undoing the abortion-rights amendment in 2025, but overall aligned with anti-choice strategy.

  • Out of step with Clay County voters, who backed Medicaid expansion and favor privacy in health care decisions.

  • His record signals opposition to compassion and personal freedom in medical crises.

Culture War Over Constituents

  • Campaigns as a suburban problem-solver but votes like a culture-war activist.

  • Helped pass two of the most aggressive anti-trans bills in the country.

  • Supported defunding diversity and inclusion programs.

  • Failed to deliver on district priorities: school funding, property taxes, infrastructure, public safety.

  • Constituents want stability and solutions; Allen delivers division and distraction.

Key Vulnerabilities

  • Won by just 49 votes (0.4%) in 2022—one of Missouri’s closest races.

  • Narrow 3.6% margin in 2024, even with incumbency.

  • Clay County backed Medicaid expansion, showing alignment with Democratic health policy.

  • Suburban Kansas City precincts are shifting away from GOP, with younger and college-educated voters growing.

  • Anti-LGBTQ+ and anti-DEI votes clash with values of local employers, educators, and families.

  • A strong Democratic challenger can unite moderates, independents, and energized Democrats around practical governance.

Bill Allen has spent his time in office attacking LGBTQ+ kids, defunding diversity and inclusion, and backing strategies to lock in one of the most extreme abortion bans in the country. He has

  • A hardline record on LGBTQ+ rights & reproductive freedom

  • A shrinking margin in a fast-changing district

  • A voting record out of step with Clay County values

  • No major accomplishments to improve local schools, affordability, or infrastructure

His extremism is documented. His district is shifting. And with his next election in 2026, the campaign to defeat him begins in 2025.

Bill Allen is Missouri’s              top 50-for-50 target.
