Lombardo represents Billerica, a Boston suburb that has moved sharply toward Democrats in recent elections. Lombardo is among the most openly anti-LGBTQ+ legislators in Massachusetts.
In 2019, he was one of only 8 lawmakers to vote against banning conversion therapy for minors; the bill passed 147–8.
In 2015, he filed a bill to eliminate the Massachusetts Commission on LGBTQ Youth; the legislature rejected it.

Attacks on Reproductive Freedom
Lombardo voted against H.4954 (2022), which expanded reproductive health protections after the fall of Roe v. Wade.
