Fillmore voted to ban transgender girls from school sports, overriding a veto by Republican Gov. Spencer Cox — who warned the bill was cruel and unnecessary.
He voted for SB 16, banning gender-affirming medical care for trans youth in Utah — making the state one of the most hostile in the country for LGBTQ+ minors.
He’s never supported legislation to protect LGBTQ+ Utahns from discrimination in housing, employment, or healthcare — instead aligning himself with a culture war agenda that targets the most vulnerable kids.
• Abortion Extremism
Fillmore supported Utah’s trigger ban on abortion, which outlaws the procedure in nearly all cases — with narrow, burdensome exceptions.
He voted for SB 15, which banned abortion clinics outright — even while the legality of the broader ban was still under review.
He’s shown no support for adding rape or incest exceptions and has aligned himself with groups pushing for a total abortion ban statewide.

Fillmore was the architect of Utah’s 2023 voucher law, which gives taxpayer-funded scholarships to private and home schools.
He runs a charter school consulting business and has helped pass legislation that benefits the same industry he profits from.
He used his role as Rules Committee Chair to shield the voucher bill from a public referendum, knowing voters would likely reject it — just as they did in 2007.
